We are currently a partner in seeking an experienced Procurement Analyst - Acquisition Oversight for a full-time, contract opportunity, supporting a large federal government agency.

The Office of Acquisition Policy, Health, and Human Services are responsible for Department-wide HHS Acquisition Policies and Guidance, Publishing and amending the HHS Acquisition Regulation (HHSAR). Participating in Government-wide acquisition rulemaking through the Civilian Agency Acquisition Council (CAAC) and Managing the HHS Competition Advocate and Delivery/Task Order Ombudsman Programs. We are currently seeking a full-time, remote Procurement Analyst – Acquisition Oversight to work on a contractual basis. This individual will possess knowledge of federal civilian agency procurement practices and policies.

The duties and responsibilities will include, but not be limited, to the following:

 

·        The contractor shall provide procurement analyst support to organize, facilitate, and/or participate on behalf of the Office of Acquisitions in studies, working groups, projects, project, or program oversight reviews that span HHS.

·        Support oversight reviews of HHS acquisition offices to ensure compliance with prevailing acquisition policies, regulations, and legislation and provide analysis of acquisition performance.

·        In support of oversight activities will interact with appropriate external organizations to ensure cross-agency integration and collaboration.

·        Deliver in-depth, assessments, and recommendations on documents and topics of acquisition oversight or policy.

·        Evaluate acquisition and programmatic strategies to ensure compliant and sound business practices are employed.

·        Produce high-quality documents, correspondence, analyses, and recommendation results from assignment.

·        Develop and deliver briefings as required to provide the results of any analysis performed.

Qualifications:

 

·        Graduate degree preferred from an accredited educational institution. 

·        A background investigation and credit check are required.

·        A minimum of 10 years of individual federal contracting experience for this effort.

·        The contractor shall be an expert on federal acquisition regulations and be familiar with prevailing legislation, policies, and executive orders with application to the federal acquisition line of business.

·        Prior work experience in a GS-1102 series position or contracting officer position with authority to award or administer contracts in any Federal agency, OR served as a military member in a comparable military occupational specialty; OR you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series.

  • Possess good editing, proofreading, verbal and written communication skills.
  • S/he should have superior interpersonal and organizational skills.

 

Preferred Qualifications:

·        Critical acquisition position requires LEVEL III certification in the acquisition career field (contracting). (DAWIA III).

·        May require submission of a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart|USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

 

 

To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, no action will be taken to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
