We are currently a partner in seeking an experienced Procurement Analyst - Acquisition Program Support for a part-time, contract opportunity supporting a large federal government agency.

The Office of Acquisition Policy, Health, and Human Services are responsible for Department-wide HHS Acquisition Policies and Guidance, Publishing and amending the HHS Acquisition Regulation (HHSAR). Participating in Government-wide acquisition rulemaking through the Civilian Agency Acquisition Council (CAAC) and Managing the HHS Competition Advocate and Delivery/Task Order Ombudsman Programs. We are currently seeking a part-time, Procurement Analyst – Acquisition Program Support, with strong technical writing skills, to work on a contract basis.  This position is estimated to require 60 hours of work per month. 

 

The duties and responsibilities will include, but not be limited, to the following:

·        The contractor will assist with developing and formatting all drafts and final documents to include CAP

and Sustainable Acquisition Team and OPDIV/STAFFDIV comments reconciliation.

·        Provide support to the OAPS SMEs with policies, manuals, memoranda, guidance, newsletters and required training materials. Ensure final deliverables are 508 compliant prior to distribution to the acquisition workforce.

 

Qualifications:

·        Bachelor’s degree or higher, in a related field, from an accredited educational institution. 

·        A minimum of 10 years of relevant experience.

·        Experience in drafting and/or editing technical documents, reports, user manuals, agendas, presentations, development of training materials and other project deliverables to meet contractual and program requirements which require minimal rework on behalf of the government.

·        Experience in developing outlines and drafts for review and approval by technical specialists and sustainable acquisition and climate resilience core team, ensuring that final documents meet applicable contract requirements, federal acquisition regulations and statutes that affect Federal acquisition and sustainability. Final documents must be 508 compliant.

·        Research experience in conducting research and gather technical and background information for inclusion in project documentation, deliverables, and the creation of decision trees.

·        Prior work experience in a GS-1102 series position or contracting officer position with authority to award or administer contracts in any Federal agency, OR served as a military member in a comparable military occupational specialty; OR you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series.

·        Consult relevant information sources, including library resources, technical documents, and program personnel, and verify pertinent statutes and regulations governing project deliverables.

·        Experience in working with the Federal Acquisition Regulation (FAR), specifically FAR Part 23.

·        Significant experience with SharePoint and PowerPoint is required including expertise in analytics (metrics) and data visualization (dashboards), organizational change management training for the acquisition workforce on the new Directive.

 

Preferred Qualifications:

·        Critical acquisition position requires LEVEL III certification in the acquisition career field (contracting). (DAWIA III).

·        May require submission of a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart|USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

 

To ensure compliance with an applicable nationwide preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, no action will be taken to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.
